An expensive county with real entry points
The Peninsula is not cheap and pretending otherwise wastes your time. It does have genuine entry points though, and they are not evenly distributed. Condominiums and townhouses in the northern part of the county and on the coast side behave very differently from single family homes in the mid-Peninsula.
The two numbers
What a lender approves you for, and what you can actually carry. In a high-price county the approvals get large and the gap gets wide.
We start from the monthly figure you are comfortable with, including HOA dues if applicable, and work backwards to a price. Then pre-approval rather than pre-qualification, because here it decides whether your offer gets read.
Why first-time buyers lose here
Usually not on price. Usually on terms and on speed.
A first-time buyer who has not read the disclosure package cannot move quickly, and a buyer who cannot move quickly loses to one who can. So we read it early, before you write, which is how you get to be fast without being reckless.
If you have lost offers already, bring them. There is nearly always a pattern and it is nearly always fixable.

An entry point is a trade, not a county average
First-time buyers can find several kinds of entry point in San Mateo County, but they solve different problems. A condominium on the bay side may preserve Caltrain or 101 access while changing the property type. A home on the coast side may change the geography, climate and route instead. Those are not smaller versions of the same purchase.
We decide which compromise you can live with before touring. If commuting to San Francisco or Silicon Valley is fixed, access may deserve more of the budget than interior space. If remote work gives you flexibility, the coast side may be worth a serious look, but only after you experience the climate and the trip over the hills.
The disclosure review follows the property type and location. For a condominium or townhouse, the association documents and dues belong in the decision. For any address, the comparable sales need to come from the same side of the county and the same buyer logic. A county-wide estimate can make a property appear cheaper or more expensive for no useful reason.
Your first home does not need to be the final home. It does need a future buyer who understands the same trade you are making. Choosing the right entry point means balancing the payment, the route and the ownership structure without pretending that one of them will stop mattering after closing.
